This two-part presentation addresses why there is no alternative to a smallholder-led agricultural development strategy. It explores why developing staple food markets is crucial for achieving broad poverty reduction in Africa. Furthermore, modern marketing institutions, like commodity exchanges and warehouse receipt systems, will not develop until governments transition from improvised market interventions to rules-based market regulations. Finally, priority strategies for promoting equitable and sustainable agricultural development and food security are discussed.
