Fertilizer subsidies have become increasingly popular policy instruments among some governments for dealing with rising food prices and food insecurity as well as for increasing farm incomes and reducing poverty. This two-part presentation reviews recent experiences with subsidies in Malawi, Zambia, Senegal, and Mali, describing the implementation challenges and impacts at various levels (farm, government and input supplier). Lessons from these analyses and from past experience with non-subsidy approaches to improving farmers' access to fertilizers in Kenya are used to inform discussions about the different approaches Feed the Future programs could take in dealing with input market development challenges.
